that reagan -- spending cuts. remember the navy. he was part of that. let me get to my main comments. it is my opinion that increases in the marginal tax rate may actually be good for hiring and increasing itemized deductions. you think about it this way -- an increase in the marginal tax rate at the top end will make an itemized deduction, an additional hire more valuable to a business -- and the value of that charitable deduction. the additional hire, a person, a company who is just a little bit over the threshold. they want to take a deduction for the additional man. the higher is worth more to him. host: so let's get a response. grover norquist. guest: there are several points here. there is the personal income tax. a lot of small businesses pay the personal income tax. they are called subchapter s corporations. one of the concerns as it would take small businesses to 43.4% top rate from 35% today. the corporate rate like general motors or ibm, that is 35%, and they're not planning on raising that. in fact, there is a move in the united states to reduce that towards 25%.

-- one of those subcommittees, the one that has responsibility with the navy and marine corps with my good friend gene taylor. i had to leave that subcommittee, but while i was there, gene and i changed the course of our navy for the future. and all of the major surface combatants will be nuclear. didn't make any sense to us that our aircraft carriers which are nuclear cannot function without the escort ships who are fueled for about five to seven days and if there are no tankers out there to fuel them, that didn't seem to make any sense to us and we pushed and got it through our navy surface combatants are going to be nuclear. i had responsibility for the marine corps and i was honored to work with gene taylor and 47 $-- $47 billion, saved a lot of lives in the assem metric war. i thought i might spend a few moments that remain and look back at those times i have come to the floor. i came here to talk about four different things and i thought i might spend a few moments talking about those things. probably got more calls in our office about the talk i had given here probably four, fi

counterparts there. just yesterday in my headquarters, the deputy chief of the p.l.a. navy was in hawaii in my headquarters receiving briefings on the future activities that our navys will do together, looking and talking through the issues of the rim of the pacific exercise of which you mentioned that will happen in 2014. we have a growing ability to have a tie log at the military level that's frank and open, and we do that through consulted talks we do on a periodic basis, and then we build a calendar of events on areas we think will have the most opportunity to have success working together. we build that calendar of events, and so far, we're having a very good record on meeting those objectives and actually completing them. right now i believe there's, in this time frame, i don't know exactly, but there's an exercise that we are doing in a bilateral way between the u.s. military and pay con and with the p.l.a. so, i just sent let the record show to my counterparts congratulating them on their promotions and hoping that we continue to have a good and open dialogue. because in t
